Bali is considering a ban on beach privatization as there are growing concerns that commercial development is making it difficult for locals to access the shoreline, including for religious ceremonies. Governor Wayan Koster submitted a draft provincial regulation on beach and shoreline protection to the Bali Regional Legislative Council to ensure public access to the island's beaches remains protected. The public believes the hotel and villa developers think they own the beach and sea, dictating what people can and cannot do. The reality is they own the land near the shore but not the beach or ocean. The goal is to pass legislation before the end of this year. The law already states that the beaches are public spaces and cannot be privatized, so we have no idea why anything new needs to be passed. Hotel managers who turn away tourists and locals from the beaches, claiming they are trespassing, are breaking the law.
